Over 70 participants also generated ideas for future actions to improve access to care for Limited English Proficient patients.

Emergency Contraception

Medicaid Coverage of Plan B® Over-the-Counter: New York State’s Experience
September 2008
The Education Fund of Family Planning Advocates

New York significantly expanded access to emergency contraception when it agreed to cover Plan B® over-the-counter (OTC) through Medicaid beginning February 1, 2007. New York is one of the few states in which Medicaid covers the nonprescription Plan B® product without requiring a fiscal order from a health practitioner. This brief examines the impact this policy has had on the provision of EC and calls for the continuation of the policy and increased efforts to inform recipients, pharmacists and health care providers about Medicaid coverage for the Plan B® OTC product.

What New York Consumers Need to Know: Plan B® is Over-the-Counter informs consumers about what to expect when they visit the pharmacy to obtain Plan B now that it is a dual label product (i.e., available by prescription for women 17 years and younger, and behind-the-counter for women and men 18 years and older).

  • Plan B® - Helping Adolescents Prevent Unintended Pregnancy is a fact sheet describing best practices for increasing adolescents’ access to Plan B® in pharmacies and family planning centers. It also discusses the information young people need to know about the product. (July 2007)
